conciliatory and peaceable and has abandoned her extreme

policies. Anyhow she can never declare war against us, end therefore we have not mede any particular preparations for the defence of our North-Eastern regions. As regards the resumption of the telegraphic administration on the Chung Tung Railway (Chinese Eastern Railway), to which we are entitled by the Sino-Russian Agreement and the Washington Conference, it is merely for the sake of caution that we

are still negotiating its resumption peaceably instead of

by drastic measures. The Government of the Three Eastern

Provinces will treat all Russians, whether White or Red, as

before, provided the Russians keep themselves within their

proper bounds.

It is a fact that a portion of the Russians,

who have some power, have enlisted a number of Chinese

bandits and Korean desperadoes at Vladivostok, and provided

them with a good equipment of arms. We learn that these men will

will be sent to Urga under Yi Yi Fu Chi Hak in order to

create disturbances in the North-West of China. But since

they are mostly natives of Vladivostok, it is unlikely that

they will obey the order of the Russians to proceed to Urga.

Inevitably when the time comes, they will desert with their

arms, and Russia will not succeed in her plan. The hatred

of Communism of the people in Russia is just as keen as

that of the Chinese. Should war break out between Soviet

Russia and China, there will inevitably be trouble at home,

and the Russian authorities are aware of this difficulty.

Taking the above into consideration, we are convinced that

Russia cannot mobilize against China.
